Bidding for Fall Quarter Series Timeslots of 2010 begin on Tuesday, August 17, 2010 and end on Tuesday, September 7, 2010 at 5 PM.
The Fall Quarter Line-up will begin
October 1, 2010
and will end January 5, 2011
Series Timeslot Bidding Explanation To keep our programming schedule fair to every Resident, RVTV Public Access Television wipes the schedule clean four times a year based on the SOU academic quarters. Every existing or new series program must re-bid for a timeslot as described below.
RVTV Public Access television continues to operate on a “first reserved / first served” basis. No seniority is offered or recognized to any single Resident, Access Producer, individual or organization.
All timeslots, equipment, services and privileges of RVTV Public Access Television are offered free of charge to residents of Jackson and Josephine Counties through cooperative agreements with Southern Oregon University and the governments of Ashland, Medford, Jackson and Josephine Counties.
Channels Affected RVTV Public Access Television, Channel 15 in Jackson and Josephine County Oregon, on Charter Communications Cable System and Ashland Home Network (AHN). These channels receive the same programming feed from RVTV reaching an estimated 72,000 homes and businesses. RVTV also streams the program feed live from our website offering a worldwide audience.

Requirements for Bidding for a Series Timeslot 1) Legal Residents over 18 years in age of Jackson or Josephine County, Oregon may bid for any of the timeslots that are offered by RVTV Public Access Television.
2) The Resident agrees to provide a MINIMUM of 1 episode or program PER MONTH or risk having their timeslot filled with other RVTV programming.
Subsequent programs of the series or program must be delivered by the Resident a minimum of seven (7) business days before each of their timeslots as scheduled for cablecast on RVTV. This is to allow time for processing and/or duplication by RVTV to our DVD-R playback format.
3) Residents that miss this 7-Day-Lead Deadline risk having their timeslot filled with other programming. Residents that miss two consecutive timeslots without providing RVTV with programming may lose their scheduled timeslot for the remainder of the Quarter.
4) Only one timeslot per week per series will be scheduled by RVTV. When bidding, Residents will list their first and second choices for a timeslot. Residents submitting more than one series for a timeslot must do so as a separate bid.
5) Each program and Resident shall adhere to all of the RVTV Rules and Regulations, which are available for review on our website.
6) The Resident will accept and bear complete responsibility for the content of each program. The Resident will complete and sign a RVTV Submission Form for EACH program submitted as a record of that commitment.
Timeslot Lengths / Program Durations Timeslots may be bid on in either 28 Minute or 58 Minute Length.
All programs are suggested (but are not required) to be either 28 minutes in duration to fill a half-hour timeslot or 58 minutes in total duration to fill an hour-long timeslot. This is to allow short Station IDs and PSAs to run in between programs and to ease in scheduling.
Programs running over these durations risk having their program ended early to allow the program following your timeslot to start on time.
Programs submitted under these durations pose no problem and will have the rest of their timeslot filled by reader board, PSA and/or Station ID in combination as time allows.
All series programs must be a minimum of 15 minutes in duration to qualify for a timeslot.
Programs under 15 minutes are considered to be Public Service Announcements, Station IDs or Short Subject Programs.
Scheduling Conflicts RVTV Public Access will work with all Residents equally to attain their desired timeslot. In the event that two or more Residents desire the same timeslot and an agreement can not be achieved, the conflict will be resolved by lottery.
FALL Quarter Weekly Schedule Please note: The last time listed daily is when RVTV Public Access ends its cablecast for the day.
DO NOT BID FOR TUESDAY OR THURSDAY (except from midnight to 2 AM).
Mondays - 5:00 PM to 2:00 AM
Wednesdays - 5:00 PM to 2:00 AM
Fridays - 5:00 PM to 2:00 AM
(6 PM to 7 PM every Friday is reserved for live studio programming -- Closed to Bidding.)
Saturdays – 12 Noon to 2:00 AM
Sundays - 12:00 Noon to 2:00 AM
Sunday Schedule In an effort to relax the congestion of our previous Monday / Wednesday / Friday schedule, Religious programs (i.e.: a church services or sermons) and programs of a spiritual nature not produced in Jackson or Josephine Counties will be required to bid for timeslots on Sundays only.

It is our experience that these programs have found a better audience on Sundays. These 12 programs currently have a combined duration of only 9 hours, leaving 5 hours open to bid on Sundays! If you feel that your program would be better served on Sunday, please make a bid for a Sunday timeslot!
“Adult” or Controversial Programs Public Access Television will only schedule programs of an “Adult” nature after 10:00 PM in the evening when they are less likely to be seen by younger viewers. Only bid for a timeslot of 10:00 PM or later if your program is of an "Adult" nature.
RVTV Access Staff will only review questionable material if requested by the person submitting the program.
When submitting any program that may be questionable for any reason, check the ADULT CONTENT BOX on the ACCESS ROGRAMMING SUBMISSION FORM and describe the suspect material in the NOTES section.
Remember -- The individual who submits programming for cablecast on RVTV bears all legal responsibilities for the content of the program.
